"When one ponders the meaning of “vulnerable population”, the definition will almost always lean toward a populace with a “pre-existing condition” such as the mentally challenged, the elderly or the indigent. Over the years I have discovered that too often the vulnerability is created at the moment of the event’s beginning and is often due to the demographic itself."
"If we are to truly contemplate how to respond to “vulnerable populations”, we must allow ourselves a little imagination as we create our response plans. What population COULD become vulnerable that is not normally already designated vulnerable?"
