"When one ponders the meaning of “vulnerable population”, the definition will almost always lean toward a populace with a “pre-existing condition” such as the mentally challenged, the elderly or the indigent. Over the years I have discovered that too often the vulnerability is created at the moment of the event’s beginning and is often due to the demographic itself."
